Policy Submission: LHA calls for improved Medicare access to gender-affirming surgery - LGBTIQ+ Health Australia

Policy Submission: LHA calls for improved Medicare access to gender-affirming surgery

LGBTIQ+ Health Australia (LHA) has made a submission to the Medical Services Advisory Committee (MSAC), supporting reforms to improve access to gender-affirming surgical procedures through Medicare.

MSAC Application 1754 is considering new Medicare Benefits Schedule (MBS) items for a range of gender-affirming surgical procedures for adults. The proposed reforms represent an important opportunity to address significant financial and geographical barriers to care.

LHA's submission emphasises that Medicare reform must improve access without introducing unnecessary barriers. While multidisciplinary care can offer important benefits, mandatory assessments and overly restrictive eligibility requirements risk creating additional costs, delays and gatekeeping. LHA has called for flexible, person-centred models of care that prioritise informed consent, clinical judgement and shared decision-making, while recognising the diverse needs and circumstances of trans and gender-diverse people. The submission also highlights the importance of workforce capability, culturally safe and affirming healthcare, and equitable access for people living in rural, regional and remote Australia. These priorities align with the National Action Plan for the Health and Wellbeing of LGBTIQA+ People 2025–2035, which identifies accessible and inclusive healthcare as a national priority.
